Ismayil Zargarli was born on December 18, 1976, in Moscow. In 1992, Ismayil entered the International Relations and International Law department of Baku State University, and in 1997, he graduated with distinction, majoring as a lawyer/translator-referent.

Ismayil started working as a lawyer at Dr. Shirin O. Entezari and Associates law firm in 1997. In 2001-2002, Ismayil Zargarli was an associate in the Baku office of Ledingham Chalmers law firm.

In 2002-2022, Ismayil Zargarli was a partner of Omni law firm. Ismayil Zargarli has been a member of the Azerbaijan Bar Association since 2000.

From November 15, 2022, to July 28, 2023, Zargarli worked as an adviser to the President of SOCAR.

By the Decree of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, dated July 28, 2023, Ismayil Zargarli was appointed as the vice president of the State Oil Company of Azerbaijan Republic.

He is married and has two children.
